To describe weather in Spanish generally one uses the verb HACER, which means to do or to make. I like to think of Mother Nature as the subject in weather sentences. Since Mother Nature is the subject, weather sentences are in the third person singular, specifically HACE + frío (cold), fresco (cool), calor (hot), viento (windy) and sol (sunny).

There are, of course, weather statements other than those listed above. For those, you generally go directly to the weather related verb and conjugate it in the third person, such as:
Nevar (ie). Nieva=It snows/it is snowing
Llover(ue). Llueve=it rains/it is raining.

Still others describe conditions of the sky, such as "está nublado"(it is cloudy).
